State of Jefferson EMS Conference 2026

Welcome to the 2026 SOJ EMS Conference! Registration is now open!


We are so excited to welcome you back to Southern Oregon University in Ashland, Oregon, for a three-day EMS education extravaganza!

Our main conference is March 13-14, both days packed with CE classes taught by local and national experts in emergency medicine. The conference features ALS, BLS, and Leadership tracks in addition to top-notch general sessions.

March 12 is a full day of hands-on preconference courses for providers who want to take a deep dive on topics ranging from rural vehicle extrication to respiratory critical care:

Managing the Agitated Patient: Part lecture, part hands-on, a national expert will lead you through safe sedation and restraint practices.
Tactical Emergency Combat Care: This 8-hour class will prepare you to stabilize and manage life-threatening traumatic injuries.
Extrication for Rural Providers: Using common tools in small groups, get hands-on experience with rapid trauma extrication.
Fire and Rescue Operations and Extrication for Transport Providers: Learn rapid extrication and scene management techniques for the day you are first on scene.
Hands-On High-Risk Obstetrics: Learn and practice real-world techniques for management of breech, shoulder dystocia, and other high-risk presentations.
Respiratory Dynamics: Pig Lung Lab: Using live tissue, practice critical respiratory procedures and ventilator management skills.

  • Sarah Roth, DO
    Sarah Roth, DO is an emergency medicine physician practicing at Providence Medford Medical Center. Throughout her career, she has provided rural EM services up and down the Oregon and Northern California coast. She graduated from medical school in Washington state and did her residency in rural Arizona. In addition to loving the practice of emergency medicine, Sarah is passionate about healthcare provider wellness. She enjoys writing on the topics of purpose and fulfillment and provides coaching services for individuals trying to find the pathway to their most vibrant life experience. Prior to entering the field of medicine, Sarah taught yoga and general fitness classes. She holds a masters degree in mental health counseling. Sarah combines her expertise in traditional therapy, yoga, mindfulness, and physical health to provide unique and individualized care for both her patients and clients. She lives in Ashland, Oregon, and tries to practice finding her own balance between medical excellence and personal wellness. In her free time, Sarah enjoys hanging out with her children, writing, doing yoga, and tasting wine.

    Dr. Kathryn Wagner joined Southern Oregon Neurosurgical and Spine Associates in August 2021. She grew up in Oregon and is excited to return home after completing her training at Baylor College of Medicine in Houston. She is especially interested in minimally invasive spine surgery and the surgical treatment of brain tumors. In her spare time, she enjoys hiking, rafting, snowboarding and spending time with her family.

    Jimmy Apple, known on social media as the EMS Avenger, is a 911/Pediatric Critical Care Paramedic with over two decades of experience. With a love of learning and teaching ignited by his EMS education, Jimmy developed a reputation as a respected field educator, preceptor, and mentor. After many years of establishing himself as an advocate of evidence-based medicine, EMS provider wellness, and EMS philosophy on social media, Jimmy entered the video/reels space and launched the EMS Avenger platform on TikTok. He quickly built a considerable following based on his data driven approach to medicine, ability to explain and simplify complex subjects, and empathy for the experience of both patients and EMS providers alike. With EMS Avenger now accessible on most social media platforms and continuing to grow in influence, Jimmy has taken this visibility as an opportunity to place an increased focus on building a culture of positivity within EMS, emphasizing kindness as a core virtue of EMS, and increasing his advocacy for issues affecting the health and well-being of EMS providers.

  • Ritu Sahni. MD
    Dr. Sahni is a regular at the SOJ. He is EMS Medical Director of both Washington and Clackamas Counties as well as Lake Oswego Fire Department. He has served fire-based, private, and third-service EMS agencies as well as been Medical Director of air and ground critical care services. He was the first Oregon State EMS/Trauma Medical Director. He is a practicing emergency physician and Providence Portland Medical Center in Portland, OR.

  • Abi McLain-Smith, MSN, RN, SANE-A
    Abi McLain-Smith, MSN, RN, SANE-A. Abi is a compassionate and experienced nursing professional who has been serving in the fiend since 2008. With 11 years of experience in emergency care, she has honed her skills in providing high-quality, efficient and empathetic treatment to patients in critical situations. For the past 4 years, Abi has excelled as Nursing Supervisor, leading clinical teams with integrity, collaboration and a commitment to excellence. Since 2019, she has also served as a Forensic Nurse Examiner, providing trauma-informed care and expert support to survivors while ensuring meticulous attention to detail in forensic practice.

  • Erika Bennett, MD
    Dr. Bennett is a Texan, who was raised in Temple, TX, where she would later complete her General Surgery residency at Scott & White Memorial Hospital. During residency, she was awarded the Donald R. Cooney Award, for Excellence in Care of the Trauma Patient, as well as the J. Scott Thomas Award, for Excellence in Surgical Leadership. She completed her undergraduate degree in Biology from the Texas Tech University Honors College, graduating summa cum laude. She also completed medical school at the Texas Tech University School of Medicine in Lubbock and Amarillo. She received the award for top student in surgery during medical school. Following residency, she completed her fellowship in Trauma Surgery and Surgical Critical Care at Carolinas Medical Center in Charlotte, NC, and arrived as the first to be board certified in Surgical Critical Care at Oregon Surgical Specialists. She has settled in Medford with her husband, Dr. Brock Bennett, and their two cats, Kaladin and Sylphrena. She has many passions, including reading fantasy novels, movies, spending time with her family in Texas, and community outreach.

    Mike Verkest is a Nationally Registered Paramedic with nearly three decades of experience in emergency medical services, education, and leadership. Currently based in Central Texas, Mike has served in a wide range of roles including Clinical Coordinator, Field Training Officer, and EMS Captain. His background spans field operations, quality improvement, and instructor development—always with a focus on elevating patient care through strong fundamentals and effective teamwork. A passionate educator, Mike is known for his engaging teaching style that blends humor, realism, and high clinical relevance. He has developed and delivered training for thousands of EMTs and paramedics across the country, emphasizing that great medicine begins with mastering the basics. Beyond the classroom, Mike co-hosts The EMS Show, a national podcast exploring best practices, innovation, and leadership in prehospital care. Mike’s mission is simple: Help EMS professionals sharpen their skills, strengthen their confidence, and remember why they started in this job in the first place.

    Maia Dorsett MD PhD is an EMS physician and educator. After completing her EMS fellowship at Washington University before moving to Rochester, NY, where she now serves as the medical director for EMS education at Monroe Community College and is the Associate Regional Medical Director for Education & Quality for the Monroe-Livingston Region. Nationally, she serves on the board of NAEMSP and NREMT and is the medical director for Prodigy EMS.

  • Matt Philbrick, FACPE, NREMT-P
    Matt Philbrick, FACPE, NRP is a seasoned emergency responder with over two decades of experience in EMS and air medical operations. As Regional Director for Guardian Flight Alaska, Matt leads teams delivering life-saving care to some of the most remote and medically underserved communities in the country. His leadership spans both operational excellence and compassionate care, with a deep commitment to the well-being of front-line providers. In his national role as Manager for GMR Life, Matt oversaw crisis response, psychoeducation for EMS leaders, and wellness outreach for Global Medical Response—the largest EMS provider in the U.S. He supported teams across the country through employee death responses, access to mental health resources, and resilience-building initiatives - helping to foster a culture of support in high-stress and high-reliability environments. Matt is a nationally recognized speaker and group facilitator, known for his engaging and empathetic approach to leadership and mental health advocacy. He serves on multiple advisory councils in Oregon, including the Senior EMS Advisory Council and the Oregon EMS Advisory Board. He is also a Regent and faculty member for the AAMS Leadership Incident Fortification Team (LIFT), helping air medical leaders navigate crisis and complex responses. A Fellow of the American College of Paramedic Executives and a recipient of the American Ambulance Association’s “Top 40 Under 40” award, Matt brings both credibility and compassion to the conversation around mental health in emergency services."

  • Frank Bungay, Firefighter/EMT
    Frank has over 10 years of fire service experience and is currently employed as a Firefighter/EMT with Medford Fire Department. Before his time at MFD, Frank worked as a firefighter, engineer, and lieutenant at a neighboring Southern Oregon fire department and served as a TEMS provider on a SWAT team for 6 years, as well as instructing fire science and EMS classes at Rogue Community College.

  • Eric Jaeger, JD, NREMT-P
    Eric Jaeger is a nationally recognized expert on enhancing the safety of physical restraint and chemical sedation. The New England Journal of Medicine recently published his work (with two co-authors): “Handcuffs and Unexpected Deaths — ‘I Can’t Breathe’ as a Medical Emergency.” He recently served as a consultant to the Police Executive Research Forum (PERF) as part of a panel of experts that developed new guidance for law enforcement: “15 Principles for Reducing the Risk of Restraint-Related Death.” He has been featured in national media reporting on this topic, including by the Associated Press and PBS Frontline. He has presented on this topic at major national and state EMS conferences, including NAEMSP, Colorado, Connecticut, Texas and Alaska. He has held educational sessions around the country for EMS and law enforcement, including at Cleveland Clinic. His training and experience as an attorney combined with my clinical experience as an RSI paramedic qualify him to address the challenging legal, ethical and medical issues surrounding safe physical and chemical restraint.

  • Taylor Enrico, CCFP
    Taylor is a seasoned Critical Care Flight Paramedic with over five years of experience serving critical care teams across the Pacific Northwest. Currently, he serves as the Critical Care Clinical Supervisor at Mercy Flights in Southern Oregon, where he is dedicated to advancing innovation and driving meaningful change in prehospital care. Passionate about healthcare and committed to excellence, Taylor brings both expertise and vision to every mission. Beyond his professional role, he’s an avid mountain biker and fisherman, embracing adventure and balance in life.

  • Chris Ebright, B. Ed, NREMT-P
    Chris Ebright is the lead instructor for the University of Toledo EMS program, where he provides all aspects of primary EMS education in-house, as well as continuing eductaion for numerous EMS services within Toledo and northwest Ohio. Chris has baan a nationally-registered paramedic for 30 years, providing primary EMS response and critical care transportation. He has educated hundreds of first responders, EMTs, paramedics, and nurses with his trademark whiteboard sessions. Chris is also a recurring contributor to the Limmer Education web site, and has been a featured presenter at numerous local, state and national EMS conferences over the past 18 years.

  • Art Groux, EMT-P
    Art Groux is currently the Chief Partner-Client Officer for Beyond Lucid Technologies. He has been a paramedic for over 32 years and worked in EMS for over 33, 25 of that as chief of service for a variety of service types. During his career, he has spent time in both the role of provider and management in both small rural systems to time with New York City EMS and Magen David Adom in Israel, where he spent time working out of the Jerusalem office covering the occupied territories of The West Bank. He has been involved in many programs in the area of MCI preparedness and response; serving as the Planning Section Chief for CT region 3 Incident Management Team deployed with the team in that role to many incidents including the Clean Energy Plant Explosion and Sandy Hook Shooting. He also served as a member of the Integrated EMS Response to Active Shooter work group as part of the Connecticut Capital Region. He was awarded the CT Public Health Commissioner's Award for Individual Impact on EMS in the State of Connecticut, and has been the author of numerous EMS-related articles.

  • Jeff Jarvis, MD, MS, EMT-P
    Dr. Jarvis is the Chief Medical Officer and Medical Director for the Fort Worth Office of the Medical Director. He is board certified in both Emergency Medicine and Emergency Medical Services. Dr. Jarvis began his career in EMS in 1984 as a volunteer fire fighter in rural East Texas. He has worked in three states as a paramedic and maintains his active Texas paramedic license today. In addition to clinical practice, he served as both the Texas State EMS Training Coordinator and the founding Department Chair of the EMS Professions program at Temple College. He teaches extensively and has authored multiple articles on EMS issues in both peer-reviewed and industry journals. His research interests include airway management and clinical performance measures. Dr. Jarvis serves on the board of directors of the National EMS Quality Alliance (NEMSQA) where he chairs the measure development committee and is the associate medical director for the National Association of EMTs (NAEMT). He is a proud Texas Aggie (“Fightin’ Texas Aggie Class of 1990!”), a husband to Kristi (Class of ’89), and father to two adult kids (Sydney and Jeremy) as well as a spoiled rotten Golden Doodle (Chevy) and several cats. He discusses the application of research in EMS on his podcast “EMS Lighthouse Project Podcast” and looks forward to hearing comments or feedback on Twitter @DrJeffJarvis.

    Dynamic Rescue Solutions' owner and lead instructor, Chuck Glose, has 25 of experience as a professional firefighter, currently holding the rank of captain.     Scott Bourn PhD, RN, FACHE has a rich and diverse background in EMS, emergency & critical care nursing, and education. His career roles include: field paramedic, ED and ICU nurse, EMS system coordinator, university EMS degree program director, researcher, and senior clinical executive for two national healthcare organizations. Dr. Bourn is presently the Research Leadership Group Chair at ESO, a Mentor in the Leadership Mentoring Network of the American College of Healthcare Executives, Co-Founder and Faculty for the NAEMSP Quality & Safety Course, Secretary and Board Member for the GMR Foundation for Research and Education, and on the Editorial Advisory Board of the International Journal of Paramedicine. He also serves as a regular volunteer in the food pantry at the Douglas/Elbert Counties Help & Hope Center, addressing needs for homeless, low income and the working poor, as well as Volunteers for Outdoor Colorado, building and maintaining trails in Colorado’s mountains.

  • Alicia Bond, MD
    Dr. Bond is a working emergency physician and the supervising physician for the EMS agencies in Jackson County.     Gary is the Paramedic Program Director at RCC and is an adjunct faculty member of the EMS Administration program at Eastern Oregon University. He has been a paramedic since 1984 and has extensive experience in both urban and rural EMS systems. He has been a Paramedic, Field Training Officer, Field Supervisor, Flight Medic, Operations Director, and since 2004, a full-time educator. He has presented at regional, state, national and international EMS conferences and written for JEMS and EMS World magazines.

    Bob Page is an internationally known speaker, instructor, author and paramedic. He is recognized for his energetic, humorous and motivational style. Bob takes ordinarily dry and hard to teach topics and transforms them into a fun, learning experience. He holds a master's degree in adult education. Bob has been an instructor for almost 4 decades, teaching a variety of adult education courses from customer service to advanced medical care. He is a Certified Healthcare Simulation Educator and Operations Specialist. He has presented over 4000 seminars worldwide. He was recognized by his peers in Missouri as Missouri's Most Creative Educator in 2009 and was awarded the Legends That Walk Among us Award from NAEMSE in 2012.

A full refund minus a processing fee will be provided to registrants who cancel by 5 p.m. on Feb. 28. A 50% refund will be provided to registrants who cancel between 5 p.m. on Feb. 28 and 5 p.m. on March 6. There will be no refunds after 5 p.m. on March 6.
